Meeting was called to order at 7:35

& Ed for catching the billing error from our pool vendor regarding rates
used for gate checking resulting in a $527 savings/credit due
Issue 1: Mailbox
matters – we are down to 1 in our inventory thanks to a hard winter and plowing
accidents. Ed will order 6 more to have
in inventory.
Issue 2: Review of delinquent accounts and progress made in collections. No additional liens needed to be filed at this time.
Issue 3: The gate company will provide training to Ed
who will write a procedure so that we can change access on the key cards for
access to the pool. Our existing system
for the gate is functional for now with no further actions needed.
Issue 4: Budget review and discussion of annual fee. There are 444 homes
built right now and it is hard to predict how many more will be built in
2010. In reviewing the budget, planned
expenditures, number of homes, Board voted to keep the $30 rebate for
2010. Board also voted and approved the
Budget for 2010. This
budget to be presented to the Homeowners at the annual meeting and in the
Springs Newsletter.
Issue 5: A periodic review of detention/retention
basins are required per
Issue 6: Review
of the 2010 Pool contract with Metro. The pool was open for 114 days last summer; this year based on the calendar, the pool with be
open for 107 days. The contract includes
labor, materials, chemicals, life guard staff, gate checkers. Bill was going to go back to fine tune the
contract somewhat in light of fewer days this summer, gate checking needs.
Issue 7: Review of
the now existing clubhouse rental rules as they pertain to Association events,
Pro Bono events and personal use rental. Current ground rules for the three types of
events are:
***Association events (no
rental fee or security deposit):
endorsed/sponsored by the Board typically for socializing; open only to
members of the HP Association; “invitation” via publicity to all members of the
Association (examples: Easter Egg hunts,
Movie Night, Pool Party, Scrapbooking parties).
***Pro Bono events
(currently no rental fee or security deposit):
request is reviewed/approved by Board; supports a non-profit event; host
(typically the volunteer leading the event) must be HP homeowner in “good
standing” and on-site during the event; at least 50% of attendees must be HP
residents (examples: Scout troops).
***Personal use rental (currently $75 rental fee
plus $100 refundable security deposit):
renter must be HP homeowner in “good standing”; invitation list is not
restricted (examples: private parties,
baby showers, business promotional events).
Several different proposals were kicked around but nothing ultimately
decided. Topic was tabled until the March meeting. Kathy will put together a proposal to present
to the Board that addresses all our concerns and what is fair for all Club
House users/renters. Board is in agreement that we need to at least recoup some
of the out-of-pocket cost (utilities, cleanup, etc.).
