PARK BOARD OF MANAGERS
MEETING
Meeting was called to order at 7:30
Attendees: Dave Celznick, Bill Mazzolini,
Kevin Malinowski, Bob Richenburg & Jeanne Stark – Highland Park HOA. Ed
Fratus, Carlyle Management
Homeowner issues:
- Sean
Flaherty proposed that his wife Justine take over the reservation process
for the Clubhouse due to some recent frustrations some homeowners
experienced in the rental process.
Justine offered an 800#, email, voicemail & cell as some ideas for
the process to reach her. Because
she would physically be on site, she could easily move keys to renters and
check the facility more often No
additional costs to the Homeowners Association except $10 per paid
reservation group to come in after a group has left to make sure the
facility is clean. The Board asked
for their ideas for a back up plan for them should they be out of town as
an example. That information is
pending. The Board would also like
to check into the existing workflows to see if we can improve the
process. Right now that is that
Heather at Carlyle Management takes emails/calls, monitors the website and
is supposed to contact people within 2 working days. Ed to discuss recent situations with
Heather. Board will further discuss
at next Board meeting.
- Homeowner
from Montrose Way
voiced his continuing concerns regarding a vehicle parked in a neighbor’s driveway. He felt it was an eyesore and wanted it
moved. The Board reviewed the deed
restrictions and found there were no enforceable restrictions regarding
the type of vehicle that is in question. The vehicle is properly licensed so the
city does not have any issues with it.
Minutes from November 2008 meeting were approved. Send to Sean for

- Bill for the coordination of new sewer grates in the Wendell
and Montrose Way
basins.
- Bill, Ed and Mike Mazzola for the
coordination of the new carriage lights at the entrance on Rt. 83.
Issue 1: Discussion
of what the 2009 Annual Association fee should be. Discussion regarding reserves, money needed
for upcoming expenditures both planned and emergency. Board voted 4 to 1 to keep rebate at $30 on
the $400 annual fee.
Issue 2: Playground update – revised quote received
for playground and exercise equipment that now included complete
installation. Board decided to seek
alternative quotes for the border and mulch options.
Issue 3: Wendell Court homeowners and Association property - Carlyle will be sending a letter to residents
with personal property on the Association common property to remove that
property by 5/31/2009.
Issue 4: 3
grates were revised and 2 new grates were installed on Wendell and Montrose Way sewer
pipes in the retention ponds. These were
necessary to keep children safe.

We can’t match the top
of the post on the wooden mailboxes with the resin type prototype. We are down
to the last spare mailbox. We will order
minimum order of 6.

Letter was sent to
Police informing them that we do not want snowmobile riders riding on the
Association common areas. Letter was
also sent to Police when we had issues with ATV.
