Highland Park Annual Homeowner’s Meeting April 20, 2009 7:05 start

 

Hosts:  Highland Park Board of Managers including Dave Celznick (President), Bill Mazzolini (Vice President), Kevin Malinowski (Treasurer), Jeanne Stark (Secretary), Bob Richenburg (Trustee).  Ed Fratus, Carlyle Management.

Agenda and Meeting Notes

 

1.      Introductions – The Board and Ed introduced themselves to the Homeowners. 

2.      Determination of Quorum.

3.      Dave presented a slide show presentation that reviewed our Mission Statement and our objectives and accomplishments for the past year.   Accomplishments included:  achieved a balanced budget; maintained and continued to improve common areas; zero pool shutdowns in the big pool; rejuvenation of the “pool team”;  sewer pipe grate covers were upgraded from existing covers or added in some cases to the Wendell and Montrose basins. 

4.      Kevin provided the financial update and review of:

·        expected expenses (maintenance)

·        past year recent expenses

·        budget planned for 2009

·        Association fee & rebate for 2009

5.      Jeanne provided the playground updates.  Swings and Tetherball have been ordered; expecting an installation the first two weeks of May.   The swings will be installed in the same boxed in area that the swings are already in.  Tetherball to be right outside of that area. 

 

Election

 

Kevin Malinowski & Jeanne Stark Board positions expire in 2009 and they need to be replaced or re-elected.   Bob Richenburg nominated Kevin and Kevin accepted.   Bill Mazzolini nominated Jeanne and Jeanne accepted.  No other nominations were made.   Motion was made to re-elect and keep Jeanne & Kevin.  Motion carried. 

 

Questions & Answers

 

Q: A resident asked about the swimming lessons offered at the pool.  How do they work, how old do the kids have to be? 

A: Look for the 2009 Swimming Pool rules flyer which will be mailed out the week of 5/11which will provide all the details.  A quick overview was provided to those in attendance. 

 

Q: How are the rules contained in our deed restriction enforced regarding commercial vehicles sitting on a driveway? 

A:  The deed restrictions specifically only address:  10(e). Unlicensed vehicles, vehicles larger than a three-quarter ton pickup truck, and panel trucks shall not be kept outside [Deed Restrictions page 2].  Board explained that if we happen to see it or if the matter is called to our attention, we can and will send a letter asking the homeowner to move the vehicle into a garage or off the property line. 

 

Q:  Could we buy a tennis backstop so that if folks want to practice their tennis game, they could do so if alone.  Also, why can’t the pool be open past 9:00 for adults only? 

A:  We will review and evaluate the costs and benefits associated with a backstop.  The newly formed Pool Committee will consider the request for adults only swimming after 9:00 pm.  No decisions were made within this meeting.

 

Q:  A homeowner wanted to know about keeping the pool open later and possibly renting out the pool for a pool party. 

A:  Pool committee will review and evaluate this request. In the meanwhile, any requests should be sent to Bill Mazzolini.

 

Q:  Suggestion was made to recode the gate to accept swimmers until 10:00 pm or using different keys for night time swimming.  

A:   The Pool committee will review and evaluate this request as well.

 

Q:  Board was asked about future development plans regarding Wendell and Southpark. 

A:  Dave explained the overall 3 phase approach with Wendell looping back and connecting to Southpark and Southpark will ultimately connect with Stoney Ridge.  To date, only Phase I has been approved.  As an aside, Mike Reulbach informed the group that the Master Plan has been pulled and is not currently available for review.

 

Q:  Will there be any beautifications made to the Wendell basin? 

A:  Board’s response is that there is no immediate plan for upgrades to that basin beyond the weed control; more frequent mowing and channel clear out.

 

Q:  A homeowner wanted to know if we could improve the green space in the Nature Park by bringing in some topsoil and seeding the low spots.  A roller was suggested to flatten out some of the areas that are not so even. 

A:  In the past, the Board did entertain quotes to improve the area but voted against it because it was very costly to run irrigation over there.  Board will discuss matter in future Board Meeting to consider suggestions.

 

Q:  A homeowner wanted to know when we would be spending money to beautify the Wendell basin as he felt it was not getting fair or equal treatment as compared to the other basins in the development. 

A:  Board responded that we did spend $2,000 to make improvements in the basin area to deal with some erosion issues that were discovered, installed sewer grates and stepped up the mowing cycle and the weed containment.  The Wendell basin is a typically dry but can hold excess water, when needed.   Since the basin is behind houses and not right on the street, the Board does not have any immediate plans to improve it.  Homeowner provided a listing of possible improvements and suggestions for the Board’s considerations.

 

Q:  Is fishing allowed in the wet basin at the entrance to the development? 

A:  yes.

 

Q:  What can be done about the people that park their cars on the wrong side of the street up by the entrance to the development? 

A:  contact the Police Department as the Board does not have authority over the streets.

 

Q:  Are outside fire pits, fires allowed?   

A:  They are not mentioned in the deed restrictions so therefore, no restrictions exist. 

 

Q:  A homeowner commented on the speeders in Highland Park. 

A:  Board mentioned that we have asked the police to step up the patrols and based on their feedback, the majority of speeders are residents within our development.   

 

Q:  Can the Board approach our vendors to see if there could be any discounts available to the homeowners due to volume within the development? 

A:  Board has not done this in the past but will consider the suggestion going forward.

 

Q:  How did the prototype mailbox weather the winter?  Is this resin mailbox an option that is available to homeowners? 

A:  The resin mailbox did not pass the test and we have not been able to duplicate the top yet so for now, the cedar mailbox is the only viable option.
