May  7, 2008  HIGHLAND PARK BOARD OF MANAGERS MEETING

 

Meeting was called to order at 8:00

 

Attendees:  Dave Celznick,  Bill Mazzolini,  Kevin Malinowski, Bob Richenburg & Jeanne Stark – Highland Park HOA.    Ed Fratus, Carlyle Management

 

Homeowner Issues:  none present at this meeting.

Issue 1:  New Board - officers

 

Dave reviewed the roles and responsibilities of each of the officers on the Board.  The board motioned, voted and approved:

            Treasurer                      Kevin Malinowski

            Trustee                         Bob Richenburg

Issue 3:  Pool

 

Board reviewed the letter from Metropolitan Pool Service and the changes that would affect our pool. Bill has asked Metropolitan what their enforcement provisions would be but they could not answer that question at that time.  New this year – parents must be in the water within arm’s reach of the non swimmers at all times.  This was included in our Highland Park Pool rules to Homeowners.  Pool Rule No. 14 was also revised to prohibit “large” flotation devices because they obstruct the view of swimmers.  It will be up to the Life Guard’s discretion as to what is and is not acceptable.

 

 

 

Issue 4:  Review of handbook rules – possible changes

 

Page 4, 10a – Rear yard fences – an erroneous example related to what “50% open to light” means was corrected. Discussion on is “white” considered an earth-tone color?    The fences at Rt 83 and the Nature Park are white; the mailboxes are white; siding is white; some decorative white picket fences in front yards. Board voted 3-2 to include white as an earth-tone color.

 

Privacy fence discussion – developer’s original intention was to keep privacy fences within the site lines of the home.   Motion was made to keep this original restriction as is and the vote was 4-1.  

 

Architectural Review Board needs to review and approve all fences.

 

 

Issue 4 – Trash cans

 

Are the blue garbage cans considered unsightly matter? Our deed restrictions state that “materials and other unsightly matter shall not be stored outside of the house”.    General discussion held and the topic was tabled until a future meeting.
